Moderating effect of government regulations on the determinants of customer loyalty for cellular service providers in Pakistan

Customer loyalty has become essential for the survival/success of cellular service providers with the saturation and maturity of the cellular service sector of Pakistan. This research focuses on the direct determinants of customer loyalty of the prepaid segment in the cellular service sector of Pakistan. This study investigates the direct influence of perceived service quality, sales promotion and perceived corporate social responsibility on customer loyalty, and explores the role of government regulations as a moderator that affects the relationship between customer loyalty and its determinants (perceived service quality, sales promotions, perceived corporate social responsibility). This study also provides some valuable insights for the cellular service sector of Pakistan

Revealing the Effect of Work-From-Home on Job Performance during the Covid-19 Crisis: Empirical Evidence from Indonesia

This study aims to determine the effect of work-from-home on job performance. It proposes work environment, job satisfaction and work motivation as mediating variables, and answers how work-from-home affects employee performance through them. The study has implications for business practitioner who intend to measure the effectiveness of their work-from-home policies. This is especially pertinent during the coronavirus crisis. The original contribution of this study lies within its questionnaire that has been attuned to changes caused by COVID-19. Data collection was completed by distributing an online questionnaire to workers in Indonesia. The questionnaire with a Likert scale was sent to approximately 2720 employees by email and a link was also shared on social media. The survey attracted 330 respondents. To answer the research questions, this study used structural equation modelling. The output revealed that working from home, employees experienced greater enjoyment, satisfaction and motivation thus enhancing job performance. While the validity of this research is constrained in scope to how these benefits are manifested in Indonesia, there may be external validity among other countries affected by COVID-19.

The article discusses the issue of adaptation of teleworkers to the conditions of professional activity, which is relevant in modern labor policy. A range of problems that hinder adaptation and act as a trigger for the escalation of personal psychological problems are outlined: a symbiosis of business and household responsibilities in a home office, difficulties in organizing communications, etc. The internal and external "levers" of influence on the adaptation process of a remote worker are revealed. Particular attention is focused on institutions (educational organizations, government agencies to support vulnerable categories of the population and employment services, non-profit organizations and organizations in the business sector) that are able to accompany and optimize the adaptation mechanism for remote workers in organizational and methodological terms.

The policy in the field of environmental development is determined by the implementation of measures for the implementation of the constitutional rights and obligations of citizens of the Russian Federation by the legislative and executive authorities in this area, on the basis of the "Fundamentals of state policy in the field of environmental development of the Russian Federation for the period up to 2030" approved by the President of the Russian Federation».  According to Article 72 of the Constitution of the Russian Federation, the joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation includes:
- issues of ownership, use and disposal of land, subsoil, water and other natural resources;
- nature management;
- environmental protection and environmental safety;
- specially protected natural areas;
- administrative, administrative procedural, land, water, forestry legislation, legislation on subsoil, on environmental protection.
The strategic goal of state policy in the field of environmental development is to solve socio-economic problems that ensure environmentally oriented economic growth, preserve a favorable environment, biological diversity and natural resources to meet the needs of present and future generations, realize the right of every person to a healthy environment, strengthen the rule of law in the field of environmental protection and environmental safety.

The national strategy for the conservation of biodiversity in Russia is formulated on the basis of the goals of the strategy formulated as follows, that the conservation of the biodiversity of natural biosystems at a level that ensures their sustainable existence and non-depletion use, this goal was defined as a general direction of movement for the long term and was not limited to any time period. 
Preservation of the diversity of domesticated and cultivated forms of living organisms and man-made ecologically balanced natural and cultural complexes at a level that ensures the development of an effective economy and the formation of an optimal environment for human life.
At the same time, the conservation of biodiversity meant a set of active actions aimed at achieving the goal of the strategy and including both direct measures for the conservation, restoration and sustainable use of biodiversity, and the application of the socio-economic mechanisms described in the strategy that determine the impact on biodiversity of various population groups and business structures.

The study of the political element as the phenomenon of social life is possible only in the form of an appeal to ontological principles. Speaking about "political" in our study, we turn to a scientific discipline - political ontology. Political ontology in the most general view studies the problems of the political world being, its various forms of expression and essential characteristics. Besides, the purpose of the study in the mainstream of political ontology is to identify the patterns in power relation development, the interaction of various political actors in society within a multifaceted political reality. The status of political ontology as an independent study area is often questioned, and despite the fact that nowadays the academic community for the most part recognizes political ontology as an autonomous sphere, endowing it with the status of one of the basic disciplines for socio-political space study in on the whole, the discussions on the speculative nature of political-ontological research are still ongoing (Blaser, 2014). Political ontology is recognized as a system-forming role in the study of political space, and its formation as a paradigmatic basis for the study of any political and social phenomena and processes is considered as a subject area (Hay, 2006). Thus, the study of the political element as the phenomenon of social life is possible only in the form of an appeal to dogmatic principles and attitudes formed by political ontology.

Modern Paradigm of Rural Public Management: The Case of Ukraine

Effective public management is a guarantee for ensuring stable long-term rural development in Ukraine. The aim of this research is to develop a set of directions for improving the efficiency of public management of Ukrainian rural areas based on the assessment of their development, identification of problems of rural management and learning from the experience of the European Union. The following methods are used: quantitative analysis of statistical data on the socio-economic development of Ukrainian rural areas and agriculture in Ukraine for the time period of ten years using one-dimensional statistical methods (UT) based on dependent, representative, and probabilistic sampling; comparative assessment of public management and state administration by means of literary review; “goal tree”, SMART-technology and analytical form of Boolean algebra logical function used for forming a goal hierarchy by every subject of rural public management in Ukraine, as well as achieving the common general goal of PM in Ukrainian rural areas; formation of an integral indicator for assessing the quality of rural public management within the framework of the developed assessment methodology; quantitative identification of consumers’ key requirements regarding services of state and municipal government institutions in the framework of effective rural public management based on the use of panel data. This article reveals trends and problems of rural public management in Ukraine and concludes that it is necessary to improve the efficiency of such management, for which a set of optimization measures is being developed.

Ensuring Economic and Food Security through the Development of the Agricultural Sector (The (Example of Ukraine)

The purpose of the academic paper is to develop ways in order to increase the level of food security of Ukraine and the world on the basis of sustainable development by providing a bioeconomic vector of development of the agricultural sector. Research methods: analysis of theoretical and empirical scientific papers, analytical reports, policy papers, synthesis, induction, SWOT-analysis. Results: as a result of the study conducted, a bioeconomic model of agricultural sector development has been developed on the basis of sustainable intensification, the application of which will ensure the required level of food security in Ukraine and the world. The model includes a number of aspects for its application in different operating conditions. Conclusions: Ireland, Austria and France are the leaders in the field of food security according to the Global Food Security Index (GFSI). In Ukraine, this index has the lowest value among the studied countries. Ukraine’s food security is affected by such negative factors as underdeveloped infrastructure, lack of funding, and lack of a strategic vision of food security at the state level. At the same time, there is a great untapped potential in agricultural production in Ukraine. The developed theoretical bioeconomic model of agricultural development includes the maximum number of factors that affect the quality and stability of production, storage, and minimizes the negative effects of production. It has been taken into account that the long-term ability of the food system for provision of sufficient nutritious food will depend on its ability to respond to environmental and social-economic challenges, minimizing the negative impact on human health and the environment. The SWOT-analysis of the developed model has been carried out, which includes the analysis of benefits and shortcomings, opportunities and challenges as a result of its application. The developed bioeconomic model of agricultural sector development will contribute to solving a wide range of topical issues of economic and food security of Ukraine and the world.

The study focuses on the aspects of environmental protection practices in the Russian Federation primarily with regard to industrial and household waste management. The paper outlines waste management practices employed in Russia and other countries and provides an efficiency assessment. The basic economic mechanisms, such as tariff regulation, environmental levy and environmental impact fees, are described and assessed in terms of their stimulating effects on waste management improvement in the Russian Federation. Aspects of waste removal under a single regional operator are discussed and a model of public-private partnership in waste management is proposed and detailed. 

Presenting a Developed and Effective Model of Organizational Culture Regarding the Existing Problems and Challenges (A Case Study of Refah Bank of Iran)

Organizational effectiveness as the most significant objective of any organization is the goal that all organizational efforts are made to achieve. Thus, the aim of this paper is to provide a developed and effective model of organizational culture considering the existing problems and challenges. This research is applied in terms of purpose, descriptive of correlational type in terms of nature, and a survey in terms of method. The statistical population is the employees of the Refah Bank of Iran. The sample size was 344 people who were selected by stratified random sampling. A researcher-made questionnaire was used to collect information. The questionnaire of organizational culture was set up in 9 factors and 42 sub-dimensions (indices), the questionnaire of challenge and problem identification was set in 3 factors and 18 sub-dimensions (indices) and the questionnaire of organizational effectiveness was set in 4 factors and 28 sub-dimensions (indices). The face and content validity of the questions was confirmed by experts. Cronbach's alpha coefficient was calculated higher than (0.7) which indicated the internal consistency of the items confirming reliability. In order to analyze the data, structural equation modeling was applied through using amos software. The results indicated a significant relationship between organizational culture and the identification of challenges and problems (p = 0.001, β = 0.486). Considering the positive path coefficient, this relationship is incremental (direct). The results also showed a significant relationship between identification of challenges and problems with organizational effectiveness (p = 0.001, β = 0.441). This relationship is incremental (direct). The results indicated that organizational culture indirectly and through identifying challenges and problems affects organizational effectiveness by the amount of (0.214). The rate of indirect effect through the identification of challenges and problems is equal to (0.214).

Analyzing the Mediating Role of Organizational Commitment in the Relationship between Psychological Capital and Human Resource Productivity

The aim of this study is to identify the mediating role of organizational commitment in the relationship between psychological capital and human resource productivity. This study is an applied study in terms of aim and descriptive-correlational in terms of way of collecting data based on structural equation modeling. The statistical population of the present study is the employees of the affiliated departments of one of the governmental organizations of South Khorasan province, which included about 700 people in 2019. The sample size was 520 people and was selected using random sampling method. To collect the data, valid (Setiyanto & Natalia, 2017) Organizational Commitment Questionnaire and Luthans et al Psychological Capital Questionnaire were used, and a 31-item questionnaire was used to measure the variable of human resource productivity. In this questionnaire, the dimensions of ability, understanding and recognition, organizational support, motivation, feedback, credibility and adaptability were extracted from (Kumar & Agarwal, 2019) human resource productivity model and the dimension of effort was extracted from (Karakus et al., 2019) human resource productivity model. The Cronbach's alpha coefficient was used to assess the reliability of the questionnaires, and the results indicated an acceptable value for the Cronbach's alpha coefficient. The results of structural analysis of the research showed a positive and significant effect of psychological capital on human resource productivity (0.160) and also a positive and significant effect of psychological capital on organizational commitment (0.889). The results showed a positive and significant effect of organizational commitment on human resource productivity (0.847). Also, the research results indicate that psychological capital both directly and indirectly affects the productivity of human resources (0.753) through organizational commitment. Thus, the mediating effect of organizational commitment on the relationship between psychological capital and human resource productivity was confirmed.

Development of e-governance in Ukraine based on the concept of m-governance

Technological solutions within the concept of m-governance accelerate the provision of public services to citizens under certain conditions. The main prerequisites for efficiency are the expected perception of technology, trust in the government’s actions, the expected efficiency and quality of electronic communications. The purpose of the research is to study the trends and problems of e-governance development in Ukraine on the basis of the concept of m-governance through the assessment of the usability of the mobile application of the government “Diia” (“Action”). This study is based on the concept of m-governance, a technocentric approach to quantifying the usability of mobile applications within the digital concept of Ukraine “Country in your smartphone”. Based on a survey of 800 users, the usability of the mobile application “Diia” was assessed.  The article is based on a comparison of the practice of developed and developing countries. It has been revealed no differences in the effectiveness of the integration of the concept of m-governance. The results prove the importance of usability criteria in the use of mobile applications, but there is no connection between the socio-economic characteristics of users and usability. The study proves the importance of emotional components in the integration of the concept of m-governance: trust, perception, expectations of citizens. Integration strategy and tactics are important, as digital user skills and application specifications (visibility, user control and freedom, consistency and standards, error prevention, recognition, flexibility and efficiency of use, aesthetic and minimalist design, help users recognize, diagnose, and recover from errors, help and documentation). Both the government and citizens are responsible for the effectiveness of technological interaction solutions. The study proves that the government should ensure the formation of confidence in the effectiveness of technology, develop a strategy, tactics of integration based on best practices. On the other hand, citizens are responsible for their own technological readiness through an objective assessment of digital skills.

Evaluation of E-Government Effectiveness in Tehran Water and Wastewater Company

In line with the development of e-government, Tehran Water and Wastewater Company can examine its current status from various aspects of ICT development and improve their desirability by planning on relevant indicators and criteria. In this regard, the purpose of this study was to evaluate the effectiveness of e-government development. Statistical population in the qualitative part was the managers and in the quantitative part of the research it consists of a number of managers in the field of information technology of Tehran Water and Wastewater Company with 13 subsidiaries comprising 240 persons. The sample size was determined by Cochran formula and simple random stratified method. 148 individuals were selected as sample size. In order to collect data in the qualitative part, an open questionnaire was used and in the quantitative part a closed questionnaire was used. Expert opinion was used to determine the validity of the questionnaire and Cronbach's alpha was used to determine the reliability, and the results showed that the reliability was confirmed. Structural equations with AMOS software were used for data analysis. The results showed that the model has 7 dimensions which include structural, behavioral, environmental, process factors, output, outcome and impact that can be effective in applying e-government in Tehran Water and Wastewater Company, also the necessary investigations for fitness of the results showed that the proposed model has a good fit. Therefore, this model can be used to evaluate the effectiveness of e-government application in Water and Wastewater Company.

Public Procurement in the Informal Economy’s Structure

The issue of a large part of informal economy in the public procurement sphere should bу investigated comprehensively. There is a number of problems, which evolve from the informal economy, that is why there is a need for certain reforms. An effective contract system is to be created with the help of a systematic approach to the implementation of such reforms. A set of efficient measures aimed at improving the pricing methodology and contract execution quality will allow reducing the volume of informal economy in public procurement what will promote the national economic security.

Opportunities for increasing labor efficiency based on human capital management

An approach is proposed that makes it possible to increase the efficiency of labor at the level of the type of economic activity through the management of the human capital of organizations. Based on the analysis of the rating of the human development index, the most important gaps in the key parameters of the rating were identified and the priority directions for increasing the level of the human development index were substantiated. The structure of the system for managing the formation of human capital within the framework of the type of economic activity was formed, on the basis of which a hierarchy of tasks for managing human capital was developed in the scale of the type of economic activity based on the Ishikawa diagram. The author's algorithm for assessing the influence of factors of the external and internal environment on the state of human capital in the scale of the type of economic activity has been built, and the key factors of motivating intellectual workers to continue working in this organization have been identified.

Improving the methodology for selecting development projects for an industrial enterprise

The article describes the main elements of the methodology for selecting projects for the development of an industrial enterprise based on a combination of a resource approach and a utility methodology. The main internal indicators of the potential of an industrial enterprise are described, as well as indicators of the potential of the enterprise. On the basis of the system of indicators, a scale of criteria for expert assessment of the enterprise's ability to implement a development project has been developed. The possibility of using the technique for a real industrial enterprise is shown. The main features of the use of the resource approach in the practical activities of industrial enterprises that implement the project approach to the activity development program are considered.

The article discusses the priority directions of intensifying the technological development of subjects of the meso-level of the national economy. The list of subjects of the meso-level has been supplemented, enlarged groups of problems of subjects of the meso-level of the national economy in the field of technological development have been identified, and a list of environments has been formulated that determine the atmosphere for the implementation of an engineering project. Based on the analysis of the share of high-tech products in the volume of sales in the domestic and foreign markets, a conclusion was made about the priorities for increasing the intensity of economic activity on the scale of meso-level entities, and a cycle of unifying the problems of development of a meso-level entity was developed.

The problem of ensuring safe working conditions and maintaining the working capacity of employees of enterprises is important in any economic sector. This is a broad and complex task requiring coordinated joint work of labor protection specialists, hygienists, trade union workers, etc. In Kazakhstan, unfortunately, despite the measures taken, there remains a high proportion of those working in hazardous working conditions, which in some sectors reaches 65-70%. In this regard, it is of interest to study the adaptation process, that is, to increase the body's resistance to external factors, and to control these processes. Purpose: to assess the impact of working conditions on the adaptive potential of the body of workers by comparing hemodynamic parameters (blood pressure, heart rate) and adaptation (adaptive potential of the circulatory system, physical condition index, body mass index), taking into account the working conditions of production personnel at enterprises of construction, mining and manufacturing, transportation and agriculture. Methods. When studying the problems of adaptive potential, a biomedical approach was used, i.e. comparison of indicators of the functional state of the body and the ability to adequately respond to adverse factors of the working environment. The assessment of the adaptive potential of workers was carried out according to a method based on measuring height, body weight, heart rate at rest, systolic and diastolic blood pressure. Results. The adaptive potential of the body of 296 surveyed workers (166 professions, age 31-70 years), most of them are assessed as satisfied (43%), at the same time, there is an unsatisfactory adaptation in 15%, failure of adaptation in 5% of workers. Conclusions: Harmful working conditions lead to a deterioration in the functional state and depletion of the adaptive reserves of the body of workers. In this regard, timely preventive measures are needed to preserve the working capacity of workers. This method can be used as an express method for assessing the functional state of workers.

Integrated Approach to Organisation of In-Service Training of Professionals Intended to Work for Public Governmental Bodies

The purpose of the study was to identify how the integrated approach to the organisation of in-service training relied on an English language-based simulation team project simulation team project entitled “Build a Fair and Just State of 1000 people” influences the professional and personal qualities of the civil servants, and how the sampled individuals perceive the intervention. The study utilized quantitative and qualitative methods to establish the cause-effect relationships that had occurred in the variables due to the integrated approach used to organise the in-service training of the civil servants. The course participants’ professional efficacy, motivation, decision-making were the variables for the study. Five commonly used online psychometric tests for the civil servants were the instruments to measure the variables before and after the treatment. The project seen as the integrated approach to organising the course of in-service training of the civil servants brought positive changes to the participants’ professional efficacy, motivation, and decision-making. The sampled students acknowledged the effectiveness of this educational intervention and expressed satisfaction with its content, delivery mode, and the experience they gained from it. This study addressed the loopholes in the in-service training system of the civil servants such as succeeding in English language fluency and specific managerial skills and demonstrating certain beliefs, values, and behaviour patterns which were mentioned in the above document as the issues of reforming the training system of civil servants in Ukraine. The study implies that simulation games are an effective approach in training civil servants because they help them absorb professional knowledge through solving job-specific tasks. It also seems suggestive that the training system could be more decentralised, function-through-context-based with an assessment system that is flexible and situational based more on the practical than the theoretical component.

Unique technological competencies and requests for external innovation - new diversification mechanisms and management objects in the innovation sphere

The study of trends in the development of the world economy showed that the formation in the near future of new global markets in the research and production sphere and the corporate sector, actively interact with each other. That can be named as the market of technological competencies and the market of problems and tasks. The role and place of technological competencies, as well as problems and tasks, as new objects of management in the innovation sphere are determined. The concepts of “unique technological competencies” and “requests for external innovations” are formulated. The basis of the latter are the problems and tasks of business. In addition to the term “key competencies of a company” that has become established in modern scientific literature, a new “unique technological competence of a team of specialists” has been introduced, in addition, a new concept is proposed in the form of “owner of a problem or task”, which together represent new subjects of management in the innovation sphere. It has been established that “unique technological competencies of teams” are the essential basis of the Centers of Global Excellence and Centers of Global Competitiveness, and measuring organizations in terms of the number and quality of such centers they have is a new approach to assessing the potential for innovative development. On the basis of practical examples, it is shown that the creation of management systems for these objects and entities opens up new, previously almost never used, ways of diversification and commercialization.
 

Human Capital Valuation in the Knowledge Economy of Kazakhstan

The aim of this work is to provide a variety of approaches and methods for assessing the value of human capital at the macro and micro levels, which are used in the economic literature. Human capital is a resource and mechanism of the organization''s innovative activity; the effectiveness of its use affects the development of the economy as a whole. The authors critically and comprehensively review the various existing methods
for assessing human capital and systematize them. The study considered an example of the analysis of the human development index (HDI) in Kazakhstan. Trends in HDI formation and use have been identified, and a multifactorial regression model of HDI has been developed. The authors propose to calculate the assessment of the value of the human capital of an organization using the example of the author personally. To assess the value of human capital, it is necessary to use a cost-based methodology. The proposed method considers the initial cost of human capital of a particular employee and the cost of knowledge, acquired by him as a result of advanced training. A multifactorial correlation-regression model of the HDI has been developed.

THE INFLUENCE OF BANKING SERVICE QUALITY ON BANK CUSTOMER SATISFACTION IN SURAKARTA CITY

Customer satisfaction is an important aspect that needs to be considered in managing the banking services industry. The bank industry that is able to provide customer satisfaction will be able to compete with other similar industries. This study aims to analyze the effect of effectiveness and assurance, access, price, tangible, service portfolios, and reliability on Bank Rakyat Indonesia (BRI) Customer Satisfaction in Surakarta. This study involved 100 BRI customers as respondents. The selection of respondents uses incidental sampling techniques. This study reveal that effectiveness and assurance, process, price, tangible, and reliability have a positive effect on bank customer satisfaction. Meanwhile, the service portfolio shows that there is no influence on customer satisfaction.  Also, simultaneously the variables of effectiveness and assurance, access, price, tangible, service portfolio, and reliability affect customer satisfaction in the BRI of Surakarta City. This study has implications for banking practitioners in improving the quality of bank services.

ETHICAL ISSUES IN ONLINE ADVERTISING AND ITS IMPACT ON CONSUMER BUYING BEHAVIOR

Online advertising is increasing day by day for trapping consumer’s attractions towards
their products and services.This study aims to reveal the consumer perception towards the ethics
in online advertising. Unverified claims, ads for social cause and surrogate ads these are the three
factors that affecting consumer buying behavior (CBB) consider particularly this study.Data is
collected by a modified questionnaire five point Likert scales was administered to a sample size
of 223 students who were enrolled in different universities. This study also reveals that whether
consumers are care about ethical purchase or not. Surrogate advertising is now considering an
important trend in the field of advertising. The findings show that ad for social cause, surrogate
ads and unverified claims have an impact on consumer buying behavior (CBB) and also explain
the value of truth, social responsibility and consider human dignity in advertising.Further work is
needed to explore the other factors and understand the possible effect of those factors on
consumer buying behavior (CBB).
